Charles Moore

The founder and President of HealthMETRICS, has over 20 years of healthcare management experience. Prior to founding HealthMETRICS in 1994, Charlie was Executive Vice President of Paidos Healthcare, an innovative pediatric (neonatal) company providing home care services to fragile infants and children.

During five years as Administrator of Medical and Surgical Specialties at Harvard Community Health Plan in Boston, he managed services at 14 staff model health centers and four major teaching hospitals. He also spent two years as CFO of Boston University's Health Policy Institute, and seven years at New England Medical Center in Boston, rising to the position of Director of Corporate and Financial Planning. Charlie has his MBA from the Wharton School at the University of Pennsylvania and a BA from Trinity College in Hartford, CT.

Barry M. Berger, MD

A Director of HealthMETRICS since its founding, has broad experience in medical practice system design and analysis. As a practicing internist prior to training in anatomic and clinical pathology, Barry brings comprehensive medical oversight to the investigation and innovation of best practices. He was most recently the Director of Pathology and Laboratory Medicine for Harvard Pilgrim Healthcare. He holds hospital appointments at the Brigham and Women's Hospital and Beth-Israel Deaconess Medical Center in Boston and a faculty appointment at Harvard Medical School. His 20 years of clinical work have culminated in numerous clinical practice algorithms and practice design enhancements that facilitate effective utilization management. He currently is the medical director of Exact Labs, a diagnostic start up company. Barry did his postgraduate training at Brigham and Women's Hospital in Boston and is board certified in anatomic, clinical and cytologic pathology. His Doctor of Medicine degree is from the University of Pennsylvania.

Elizabeth Moore

Vice President of HealthMETRICS, brings over 25 years of experience in mental health services delivery. Betsy was a clinical social worker in three major metropolitan areas treating acute and chronic patients with a wide range of psychiatric disorders requiring crisis and short-term to long-term interventions. Her practice experience includes major urban and suburban hospitals (St. Vincent's Hospital and Medical Center, NY, and Emerson Hospital, Concord, MA) working in emergency room and inpatient and outpatient services. Her experience also includes extensive work with managed care organizations through her private and group clinical practice settings (Boston Psychological Center for Women and Delaware County Psychological Services, PA). Betsy holds an MS from the Columbia University School of Social Work in New York and a BA from Smith College in Northampton, MA.

Donna Soodalter-Toman

An senior consultant to HealthMETRICS, has over 35 years of experience in healthcare operations, strategic planning, and marketing in both the public and private sectors, and in hospitals, HMOs, and community health centers. Donna's previous positions include: Vice President of Strategy Marketing and Network development, Vice President of Marketing, Sales, and Member Services for Neighborhood Health Plan in Boston and Executive Director, Post Office Square Health Center, Harvard Community Health Plan. She has a MPH from the University of Michigan.

Heather Zacker

Heather has been a consultant with HealthMETRICS since its inception in Clinical Program Analysis. She has a decade of experience in the healthcare field in a variety of settings including five years at Harvard Community Health Plan in Boston managing visual services practices in 14 staff model health centers, conducting financial, utilization and operational analyses of clinical and ancillary services and planning new programs. Heather's other positions included epidemiologic research with the Framingham study, policy analysis of health insurance access issues and AIDS issues and consultation to community health centers and integrated health systems on strategic and operational decisions. Heather holds a Master's in Health Policy and Management from the Harvard School of Public Health in Boston, and a BA from Brown University in Providence, RI.
